Can you go against the hair growth? Shaving [not against] the hair growth won't get it all even with a Gillette Mach 3.
What is the correct way to shave facial hair?
Depends on your skin type. You will always be ok if you shave towards the grain (direction hair is growing). The hair in the area of the neck usually grows in swirls which means some parts will have to be shaved against the grain. I shave down (towards my chest) since it's what I do with the rest of the face. Some people can shave against the grain and not cut themselves, have unpleasant ingrown hairs or nasty looking razor bumps. If you are one of the lucky ones then you would be getting a closer shave than if you shaved with the grain, but if not it will be more uncomfortable than what it's worth (at least to me, I hate the itching and burning). Razor type doesn't affect closeness, it only affects ease of shaving without getting cut. I have shaved with a Mach 3 and a Fusion (both battery powered) and the closeness is the same. With the Fusion I get less nicks than with the Mach 3 (which is saying something since I hardly ever had nicks with the Mach 3). I wouldn't try to shave in the shower without a mirror, you might miss a spot that you would have shave outside the shower (defeating the purpose). I have an 8 inch diameter mirror in the shower and can shave more comfortably and faster than shaving outside. Make sure you use some sort of lather to shave (shaving cream or even liquid body wash will work well), if you try to use just water you might cut yourself regardless.

They suggest you shave following hair growth for minimal razor burn. I've realized that it doesn't work all to well (on my legs)
One tip to reduce razor burn and still shave against hair growth is to shave in the shower. (can guys shave their face in the shower/without a mirror) If you can't shave in the shower then immediately after a shower, shave your face. While in the shower scrub your face with a loofah or a facial scrub. This will help remove dead skin and bring out ingrown hairs. Also, make short strokes.
It's always best to shave in a moist, humid environment like the shower and always wash/scrub your face before shaving.

The best time to shave is when you are taking a bath. Wet face with a luke warm water. This will soften a bit your beard and open your skin pores. Then apply a shaving cream all over the beard. Use a sharp razor with lubricating strips (change razor every month if possible). First shave along the hair growth. After your beard becomes shorter, then you can gently go the other way around. Every stroke of the shave, clean the blades (with running water) so hairs won't block the razor. After a clean shave, wash your face with an anti-bacterial facial wash instead of applying an aftershave. Then after rinsing up the face, apply a non greasy facial moisturizer to the shaved area or entire face. This will close the skin pores and smoothen your skin.
